The ignition switch is mounted on top of the column, under the dash. There is a linkage rod that runs down the top of the column, under the shrouds, and the keyswitch up at the top actuates this rod.
The typical failure is a linkage piece or gear up at the top of the column. There is a rack and pinion up there , and it gives a lot of trouble on Fords. I would say this is your problem, but if someone has been in there, they could have messed something up too. It's hard to say.
The ignition switch is slotted, and when you get a new one, they come with a centering pin. You leave the pin installed, hook the switch in the rod when it's in the off position, and tighten it down. After it's tight, you pull the pin and it's ready to go. Since it's been apart, there is a slight chance that some adjustment may be necessary.
