cheapest bang for the buck will be power pulleys. You're not making extra power, just underdriving the accessories thus transferring more power to the rear wheels.
Despite what it says on the box, most mods give marginal increases in performance.
Expect to spend BIG money if you want to see really noticeable results.
To make the truck fast, you are better off looking at getting a new set of rear gears. 3.73s, or 4.10s. That will give it a good kick. Also, a new exhaust and intake will help some, but to really give it some kick, save up for a blower, or nitrous.
Will that K&N work with mass air?
A real cheap upgrade would be to swap the inlet tube by the radiator with the one from a Bronco. And an even cheap upgrade would be to just drill big holes in the bottom of the airbox.
