Check with some of your local paint shop supply houses. Alot of them sell to the public and you can get them to put pretty much what you want in a spray, including clear coat. Also don't pass up your local auto parts store. Alot of them have touch-up paints and spray clear coat.
If you don't want the outside weights that mess up the crome then you can ask for the mag wheel weights, they use a stick adheisive that sticks to the inside of the rim. (outside the inner rim part). But for a truck with mud and all that stuff they can come off easier by accident then the clamp on weights.
