If you have smog testing, which I am guessing you don't, then this isn't an option.
If a person were wanting to do this, they'd need to get a shorter serpentine belt to delete the smog pump. Block off plate for the egr valve. If you have air injecton in the head, you'd wanna put some sealer and bolts to replace those. Remove all the odds and ends and expect a check engine light, unless you leave the sensors attached to the harness or trick it with certain electronic components.
Whether you switch to carb is up to you, if your goal is a fair amount of hp and you don't wanna deal with chip companies/dyno time or wideband O2's, maybe its for you. To be honest though, you won't be saving much in the way of money, it costs almost as much to convert and efi engine to carb, as it does to set up the efi to work with the modifications made.
