Apparently these are new standards for gasoline detergent additives. A number of auto manufactures, (higher end autos) have scrutinized the quality of gasoline and certified that only gasoline from these producers and there associated chain of retailers passes the "top tier" test:

Apparently alot of other refineries in order to save money have cut the amount of detergents in thier gasoline by up to 50%. Thus increasing the likelyhood of deposits forming on internal engine parts.
I'm not quite sure where you're going with this, but I've heard radio commercials saying that Chevron is the only gas with top tier gasoline. Locally anyway.
As far as gas goes, I think Chevron is the best when it comes to how far I can drive on a tank of gas. I just can't get the range from anybody else. Husky/Mohawk offers 89 at the price of 87, but my truck runs like poo. Put in Chevron 87, runs like a top. Shell, Esso, or PetroCan 87, runs okay, but I can't go as far.
I'll only run Esso if it's cheap, and even then, there's only one place I can get it that cheap. I have to go out of my way to get it. As in, a 45 minute drive.
I was just trying to put some interesting info out there. Apparently there is quite a difference in quality of gasolines. The "top tier" status is quite strict and to achieve it the whole of the companies stations must certify that they carry the quality gasoline. The "top tier" gas not only keeps your engine clean but polutes less and improves combustion at lower octane levels then "lesser" gasolines. There was an article in Car and Driver a month or two ago.
