What is the best way to paint wiper arms and what type of paint? The arms are black but are starting to flake real bad, would like for them to look new again.

Well are they a flat black or a gloss ?
If there rusty and pitted ,I'd try to find a new pair
Most of us would scotch brite them with a coarse pad to feather the edge of the flaking then get some duplicolor primer let dry ,folow up with the color of choice
flat black is prefered because you don't want a distraction in your windsheild at night in the rain.

I've tried lots of different paints over the years and finally have settled on using plain old Rustoleum Semi Gloss Black. Stuff takes forever and a day to dry but once on, it outlasts every other type of paint. The color is a near perfect match to the OEM color and also works well on trim moldings.
