Quick Question CPS ??????

A buddy of mine has a 2000 psd. He is telling me that when it is cold it acts like it is running out of fuel. Once it warms up it runs fine. Been doing this for about a month. I suggested replacing the CPS but the, Only doing it when cold, kinda stumped me. He just changed the air and fuel filter and it still does it. Also does anyone know where to get the proceedure to disable the wastegate???

How cold are the outside temps? It could be the exhaust backpressure valve.

I'll second the ebpv. It really shuts down the motor until it warms up.
