Drum Brake Problamo

Whenever I push on the brake at a stop sign it sounds like the rear right wheel clicks then it continues to click faster until I get up to about 30 or 40 mph it makes a louder popping noise and stops tell I am on the brakes under 25 mph. My E-brake cable snapped a while back and I haven't replaced it. I changed the pads and it made no difference. I assume it is coming from the parking drum brake, but I have never messed with drum brakes besides on my Honda ATV so I wanted to get some info on what could be causing it before I screw it up worse. I had the whole rear axle up on stands and took the wheels off, put it in drive, and it wouldn't click so I don't know what to think. Any ideas what this could be?

What vehicle is this on? Try taking off the drum. Then look inside. I bet you will see what is making all of the noise! Or take it to a brake shop if you don't want to mess with it.
