99' 2.5L Power Steering Pump
How do you get the pully off of the pump? I know there is a special tool but I don't see how that tool keeps the pully from turning. The bolt that holds the pully on is very rusted and I'm about ready to crack the pully off (I plan on replacing it anyway).
The picture show the pully, bolt, and a round thing around the bolt. Does the round thing around the bolt spin freely or it part of the bolt itself?
