If the rubber boots are not seated properly moisture can get in
They also could be cracked or burned through.
Also dielectric grease is used when replacing them,they might not have did that.
Chk also your IAC valve it may be dirty,

The rubber boots are like $3-5 each, they should be replaced whenever you do the plugs or change the COPS, and dialectric grease used.
And, please explain what you mean by spark plug assemblies - do you mean the coil that sits on top of the plug or just the plugs?
Checking the IAC is a good idea! It's not just "damp" weather, it's also getting cooler, and the IAC will definitely effect cold running, although it's usually just idle, not while moving, but I guess it's possible.
Plus, all the general vacuum leak checks, like the dreaded PCV elbow. Throttle position sensor getting flakey? If you still can't solve it, check the MAF connector for corrosion or dampness, check every connector, for that matter.
