Recheck all the fuses even the ones in the or under the hood. there is probably another fuse the runs it all. also be carefull to verify the fuses in question are good. The link in the fuse does not always blow in the middle sometimes it on the side just a check. are you getting power to the back up switch at the tranny. should be easy enough to run a jumper wire if there is power and if the lights don't come on then it is between the switch and back up lights. I would recheck the fuses first.

Smile 98 back up lights

problem solved today...........fuses were fine....the fuses were practically falling out of the fuse block by themselves when i went to pull them out, ( i checked the fuses before while they were installed with a meter and they showed good) the fuses were not making good contact so i used needle nosed pliers and bent the fuse ends just a little so they would fit snug!!!!!! my buddy had the same problem with a fuse in his 98 f-150, after a few years they would not fit snug any more??????? thanks guys for your suggestions.
