C6 Transmission Woes

Ive got a C6 in my 89 4x4 and i have had this problem for about 5 months, as long as i had this truck. The truck shifts wierd, it will hold every gear until 2700 RPM no matter what the load is, city driving hard acceleration etc. I have messed with the vaccum deal on the side of the IP. I think this may be a junk part that might need replacing which sent the tranny into like the "limp mode". Is this right, what do i need to do to get this thing going right. If i shift it manually it shifts perfectly into 1-2 but in order for me to get it into 3rd manually i have to have the RPM over 22-2500 or it wont shift. Whats the word boys.

check the vacuum to see how much the pump is pulling. the C/6 needs 21-25 inches of vacuum to shift properly. mine does basicaly the same thing. i have to back off the throttle to shift. if i do not back off, it will not shift. my pump is only pulling 17 inches, but i have more important things to do with the $175 a rebuilt pump costs.
