My buddy has a 97 f350 very similar to my 97 F250. We were looking at his turbo wheel tonight. Chipped fins and very worn edges. We cant feel any real play in the shaft (in - out or up - down). Is it possible to purchase just a new wheel without having to replace the entire turbo? Could the wicked wheel for later models be used for this purpose? Don't know what he is getting for boost because no guages yet.
That's a bad sign. The engine has been "dusted", probably due to a leak between the air filter and the turbo inlet. You will likely find that the engine is low on compression, because what damaged the turbo fins has also made it into the cylinders.

Suggestions please.

I suggest you post a picture of the wheel. There have been others on here that thought their wheel looked horrible, only to find out it was pretty much normal. You'll know right away if your buddy's wheel is bad enough to suspect a dusted motor as soon as the guys from this site get a look at it.
Yes, you can only replace the compressor wheel. From what I understand, the wicked wheel is like your factory wheel. They changed designs in 99.5 to 03 to get the turbo to quiet down. For us, (99.5 to 03) the wicked wheel is an upgrade. For you, it is a factory replacement. Do post some pics if you can. NO ONE can accurately tell you that your engine is dusted just by a description.
