O2 Sensor Problems Persist
I'm not sure which fuse is for the heater circuit either. I remember looking in the owner's manual a while back, and didn't see anything about a fuse for any sensors or heater circuits. (I've been putting this fix off for a while...)
Back to some more troubleshooting before I condem the ECU. I'll post my results. If anyone has any tips other than have been posted here, feel free to chime in

The dealer by me pretty much said they didnt' want to look at my truck because it is over 10 years old.I'm going to look at pulling the connector off the PCM and check the pins that way, as per the manual. Does anyone have any suggestions on doing this? Do you think I will be successful in doing it this way, or is it a waste of time?
I wonder if I could find a loaner break out box somewhere... Are there places that rent these out?
I like my truck, I don't want to get rid of it. '96 with only 63K and a 5 speed manual

I continued to follow the Ford manual diagnostics, and I got to the step that says "replace the PCM". I bought a new one at Napa today and put it in. Light is off
. Road test in a little while.Applehead, thanks for the hint about taking the wheel skirt off to access the PCM. It worked great. I actually didn't take it all the way off. I took enough screws out to be able to bend it back out of the way.

I'm ready to torch the truck!
Had a smoke test done, no leaks.
New o2 twice, new ACT, MAP, Water temp Sensor, New ECM.
Cleaned the IAC and the EGR.
Please do me a favor and steal my truck....no wait I took full coverage off.
Can a bad ICM do it?
I can tell it's been a problem for awhile, the truck had one range cooler plugs in it.
The truck is sold as soon as I fix it so I'm a bit desperate.
It doesn't run rich at all and the plugs are quite bright.
