Bleeding Fuel lines? Starting problem

I have a 94' B-4000 and i believe that it was ran dry. I put more gas in it and it started with a very low idle. When I put it in gear to move the truck after I press the gas the RPM's drop, then gain normal RPM response to how much I am pressing on the pedal. but that's not the main problem right now. NOW the truck will not start. It turns over but wont start. I was told to bleed the fuel lines but everyone that suggests that doesn't seem to know enough to tell me how to do it. Could someone please leave a step by step guide on the process? Could it also be the fuel filter? and where is that located and what's the best method of changing one?

In regards to the Rpm/idle problem. After running the motor for a while when you turn off the truck it makes a hiss noise while the engine shuts off. (related?) sometimes when at idle, the truck dies when you push in the gas.

When I bought the truck, what I believe to be the smog pump was cut out of the serpentine belt and disconnected/unplugged from the harness. The prior owner said that it siezed up and the belt snapped so he rerouted the belt instead of replacing the pump. Could this of started the chain of events I am going through? (It's located on the drivers side on the top of the motor and has hoses going into it)

If this sounds like it maybe anything else please post, any help would be greatly appreciated! thanks

Can you hear the fuel pump run when you turn on the Key. If not you need to check the fuel pump electrical system and don't forget to check the crash shutoff switch. If it does run you need to check for fuel at the lnjector rail. If there is no fuel there then check for a plugged filter or a bad pump. Make sure it has spark.

I can hear the fuel pump. How do you check for fuel at the injectors? I once saw a mechanic mess with something, and had a gas/air mix fly outta something. and told me i had way too much air in my lines. How do I check to see if there is gas at the injectors? the injectors on my truck are stuck between the manafold (I believe it's called) and the fuel rail itself. I am planning on replacing the fuel filter later today. I will post the resaults of that when i have them. any other suggestions in the meanwhile? how do you access the injectors? must i remove the upper manafold?

Since it ran fine before it ran out of gas, I'd ditch the injector plan for now. What I would do is to press on the schrader valve on the fuel rail and have a helper cycle the key several times until the air was expelled. Do this on a cold engine and wear goggles. As for the hiss noise, that could be your A/C throttleing freon after you shut the engine off; this is normal. On the smog pump, again, since it ran fine before this incident that shouldn't be your problem. BTW, and FWIW, only californians got a smog pump on a 94 4.0L engine in these trucks.

I have pressed in the valve but I didn't have someone cycling the key When I did it. nothing came out of the valve but I could smell gas. Is there a tool that works well that I should use for the job? and should anything of came out when i pressed it without someone cycling the key on and off?

If you have a pressure gauge you could use it so the gas ends up in a bottle, ect, it's not really needed. If you didn't have the truck running or at least trrying to start it recently the fuel pressure would have bleed down so you wouldn't have any gas squirt out.
