No power to Insturment Panel, Windows
2002 F250 4X4 7.3 Diesel. I bought this as a roll over a couple weeks ago and when buying it I noticed it had no power to anything inside the cab. I've put a new cab on it which came with a new dash but all the wiring harnesses under the hood are the same. Now I have power to door locks and blower motor but no interior lights, insturment panel, power windows, overhead console, and I think radio (it may be defective??) The new cab came with a new fuse panel in the cab. I noticed there are a couple fuses or something under the hood by the steering and replaced all of those but one, I was one short. Does anybody know what those control, it doesn't say in the owners manual. Any ideas would be appreciated.

I don't have my manuals with me, but if you find some fuses that are related to the things that do not work, take the fuse out and with one lead on ground, take a meter and probe both sides of where the fuse plugs in. If all the sockets are dead in the fuses you are concerned about, I would suspect a fusible link upstream has blown out. These are usually located near the starter relay wiring where the battery + connects to the relay.

There's fuse f2.45 which is a 10 amp, and there is fuse f2.33 which is a 15 amp. These are the two fuses that feed the instrument cluster.
There is a f2.35, 10 amp and a f2.41, 10 amp that go to the cluster, but they feed the battery saver relay and the interior lamps relay. The f2.41 might be the one to look at since the battery saver relay controls the windows.
On second thought, I think I would pull every fuse one at a time and check it. I keep saying this, and it sounds kind of silly, but these newer trucks have so many interlocking circuits, it's the only way to make sure the problem is not a simple fuse.

I assume you're talking about the fuses in the cab fuse box. I put in a brand new fuse panel w/ all new fuses. It came in the new cab i put on the frame. I've pulled and checked these fuses and they are all good and there is power to them. Are these the fuses you are referring to or are you wanting me to check something else?

The only thing in common with the instrument cluster and the windows and the other accessories is the battery saver relay.
Apparently the instrument cluster has a bunch of indicators and lights. That is the only reason I am guessing why they put the microprocessor for all the accessory functions into the instrument cluster. It looks like this takes place of the old GEM module. It controls this battery saver relay which is in the cluster, and that controls an accessory relay which is in the fuse box. I am thinking this is what lets you operate the windows and the timer for the interior lights, with the key out of the ignition.
It's got to be something related to this circuit. Do you happen to have the old cluster to try?
