1997 Expedition Hazard Lights Won't Work

I just got a used '97 Expedition with 140k miles. For some reason the hazard lights won't work. The left and right turn signals work on their own (as do the trailer’s turn signals,) but nothing happens when I push the hazard light button on the steering column. My first suspicion was a blows fuse, but I can't find a fuse in the user's manual that mentions the hazard lights. There was one (fuse # 23 in the interior panel next to the hood release) that mentioned the "Electronic Flasher," but it has not blown (I even tested it with an ohm meter.)

Anyone know which fuse might have been blown? If not, is there anything else that could cause the problem (i.e. a bad switch?)<O</O

It could be a fuse, or the hazard flasher unit. I know its tedious, but sometimes you have to pull every fuse one at a time and check them. Sometimes the fuse labeling doesn't make sense.
