It kind of depends on what vehicle it is and whether or not you have room. Here are some hard numbers:
245/65-17=29.54" tall (6.25" sidewall)
245/70-17=30.50" tall (6.75" sidewall)
That's a difference of about an inch in overall diameter. Here's what it does to the speedometer accuracy:
60 MPH with 245/65-17= 58 MPH INDICATED with 70's
65 MPH=63 MPH INDICATED
70 MPH=67.8 MPH INDICATED
75 MPH=72.6 MPH INDICATED
You shouldn't have any real problems with a minimal tire size increase as you desire. Just make sure you have about 1/2" more clearance you can spare on your front wheel openings with your steering at full lock.
