Good luck, When I went through the DSB and buy back of my 04 FX4 I tried to talk to both the FSE and the district manager. I was told flat out the neither one dealt with people "at the customer level"
Your best bet is to get the name and address and send a certified letter with a return receipt. Send a copy to the dealer and the Ford Customer Care Center.
Blue oval news used to have a list of District Managers, their address and e-mail address on their site, but I think that has been removed.

District managers that deal with the public are a good way to resolve conflicts, but sadly that's only in corp. stores. In franchises, they are not much help, as the business is owned, not just managed.
Auto dealerships are franchises, and the owner Owns the store. He may listen to the district manager, but he can't be 'fired' by the district manager.
