I think the answer is yes, all SD's come with the axle bracket, only the ones originally equipped with a stabilizer come with the drag link bracket.
There are two different stabilizers, three different ways to order them. One is a replacement for the factory stabilizer, one comes as a kit (if not originally equipped), I bought one, same as kit, but without the hardware.
I thought I would buy the original hardware from Ford to keep the installation looking factory. It turned out the one that I bought was so much bigger than the factory stabilizer, that I had to modify the location of the drag link bracket to make it fit.
