Static Straps

Theory is that you apply a static (ground strap) to a vehicle chasis that makes contact with the ground. Thus discharging static as it is built up while driving. Supposed to remove fire hazzard while filling vehicle with fuel. Also supposed to help keep vehicle cleaner by not attracting dust and dirt. Same theory as these new electronic home air cleaners.

is that what those thin rubber strips were that so many people had hanging from their bumpers in the late 70's eary 80's.
do they really work? my wifes windstar shocks me every time I get out and close the door if the outside temp is below about 50 degrees
