Seat belts do not lock.....broken?

Seat belts do not lock.....broken?
Does anyone know how to check that the seatbelts work properly? Neither the driver's side or passenger's side shoulder belts seem to lock. I've tried pulling the belts really fast, by hand, as well as decelerating rapidly and pulling the belts. They just roll out, and do not lock.

You've got to lock it up to get the belts to lock up, but if you have an 85, the locking weight could be gummed up. I can't get m89's to lock by pulling fast or hitting them either, but they will lock if I lock up the brakes. Just make sure you clean out your van before doing it!
