If I recall right I read around here the TPS should read 1.0-1.1 Volts at fully closed throttle, and 3.8 to 4.3 volts at Wide open throttle but no more than 4.3 volts. Read the signal from the green wire on the TPS (center pin), with the engine warm and the key on engine OFF. Mainly you just don't want the cold idle solonoid screwing up your closed throttle measurement.
