On the axle side of the hub (where the lines go into the hub) is a little rubber plug, remove that and there will be a gear you can loosen with a screwdriver (flathead). This loosens the preasure on the break shoes to the drum. If you go the wrong way it snuggs them up to the drum and the wheel not be able to turn. If you go to far in the loose direction the mechanism falls off. No problem. You will put it back together when putting the shoes on.
The drum may be able to come off now. It can be crudded on really tight. Get a BFH or kick it until the drum breaks free. Can be pulled off now. But sometimes the shoes wear a groove in the drums. Time to beat it off. Once the shoes get over the groove it will come off.
