Yes, before I got rid of them and went Michelin you have to rotate them fairly often or the will get noisy. After they are first rotated they will be even more noisy but then quiet down for a while.

Yes. Check the insides of the back tires. Bet they are wearing faster (and maybe even cupping) than the other tires.
I saw it on almost every Expy I looked at.
The tires I replaced them with never did that.
