Put a vacuum gauge on the EGR valve. It should stumble when you put some vacuum on it (like 8 inches). If it doesn't, then the EGR valve isn't flowing enough. If it does, then the EVP isn't telling the computer that the valve moved like it did and it probably bad.
There are also procedures for testing the EVP in the haynes manual as well as a good explanation of how the system works.
