Checkout http://www.explorerexpress.com/ as they recently had their new blower assembly tested for the California Air Resources Board (CARB) and now have approval for the 4.0 V6.

I'm getting my 2000 Ranger fitted with one of their SC's which should be done by Thursday.
He evidently makes a kit that will allow the Eaton SC to fit any Ranger (so he told me). His price is $3995
