abs speed sensor??

abs speed sensor??
I have a 2000 f-150 lariat 4x4 82,000 mi
the problem is that it feels like my abs kicks on when I come to the end of a stop (under 10mph). The brakes seem to work fine then when I get almost to a complete stop it pulsates, makes a noise and locks up a little bit. The brake light nor the abs light is on. I just put new front pads and rotors on and bled the brakes and put in new fluid. I don't seem to be leaking fluid anywhere. I was wondering if it could be an abs sensor, master cylinder or something else. I am interested to see if anybody else has had something similar or if anybody has any insight thanks
