89' 2wd man. 4.9 dual tanks.
Reader still turns out a code 14.
Even after replacing:
1.pip(ie:new distributor).
2.Cap, rotor, wires, plugs, icm, and coil.
what else could it be? the eec-iv maybe?

just the front tank..? This sounds like a problem for someone else. The most I've ever worked with the fuel system is changing a fuel filter.
As for the original post, I was going to say speed sensor. I'm not sure though, give us a little more info.
