There are several things that can cause that. If your brake line is rusted it could have lost pressure and cause the caliper to lock on. Or the caliper could have frozen and locked up as well. I would recommend looking at both front rotors and see if they need replaced/rebuilt. Inspect all of your brake lines and replace them as needed also.
A bad brake hose can collapse internally, acting as a check valve and slowing the release of fluid from the caliper. I definitely would replace at least the hose for that wheel, not a big deal if they're replacing the caliper.
Also, brake fluid has properties that make it very attractive to water. If your fluid is contaminated with even a little water (from years of condensation build-up) it can cause internal problems such as the pitting of the caliper piston bores. I would suggest that you have the entire brake system flushed with new fluid. Might prevent more $$$ flying out of your pocket down the road.
As I recall aout brake fluid and water, the water that gets into brake fluid cause the brake fluid to break down. That is one reason all the auto makers went to see though brake resavoir. Becauseevery time you open the cap you expose the fluid to air which contains water. as well as the fluid should b e changed every two years. to save problems like yours from happening.
