Running Too Rich

I have a '94 Bronco, 5.8L, with about 150k miles. I just moved to Colorado from Virginia, and at the emissions inspection, it barely passed the HC portion of the test. Apparently it is running too rich. The air filter has less that 3,000 miles on it, so it should be getting sufficient air.

Is there some form of adjustment I should make to compensate for the altitude?

Any suggestions?

It should compensate itself. You might check the fuel pressure regulator and make sure that no fuel is in the vacuum line to the regulator. If it has a MAF, it will compensate for the airflow into the engine.
