98 Explorer Will Not Start?

I Have A 1998 Explorer/4.0Lsohc/2wd/103k
A little background. About a month ago the check engine light came on and I noticed a high pitched constant noise that would occur every now and then, along with some sluggishness upon acceleration.
When I tried to locate the source of the noise it seemed to be located at the air filter housing, because when I removed the cover the noise was louder and most definately coming from within there somewhere. I replaced the air filter but also noticed some sort of sensor above the filter cover (plugged into it) that I thought might be the cause of the problem?, but I don't know what this sensor is or does? Now because it will not start at all, I would have to guess that this is related to the noise and the sluggishness?
Any help or ideas would be greatly appreciated.

The piece that is plugged in is called the ecm module. It's easy to replace,try just using electronics cleaner inside it first to clean off the connections.

What? Not the ECM module. Which I think you might mean ICM - ignition control module. The MAF - mass air flow - snsor is mounted to the top of the air filter housing and is inline with the tube that goes to the throttle body. Yes, this can be cleaned.

But this is all besides the point. What codes are you getting? The CEL says "hey come look at me" - the PCM or powertrain control module, AKA the computer. It has thrown a diagnostic troubleshooting code (DTC) and it wants to be read so that you can go fix the problem.

I doubt the MAF is the problem. You get a high pitch noise through the airt intake as a result of all the air rushing through a small orifice. This is normal.

Slugishness upon accelleration is a bit vague. If you have the AC on it will be a little slower than normal until the WOT - wide open throttle - signal turns off the AC clutch/compressor.

Go to you local autoparts stoire and have them look at your DTC codes. Then we can help yop.

Thanks for your help. After checking the haynes manual, all things considered, I believe the problem to be maf sensor, the reason is that the noise (which is definately not normal) along with the sluggishness/bogging out (exactly when noise occurs) along with the check engine light on, points to this sensor. However I would like to be sure. I can not take it to auotozone for check since it will not start. Is there a diagnostic tool I can but there to do the same type of check? and is it very expensive?

I think you are looking at two different problems here.

For the no start, I would start from basic trouble shooting first.

Do you have spark and gas ? Fuel pump on when you first turn the key on?

MAF sensor doesn't affect the starting of the car. PCM powers the fuel injectors based upon the IAC being fully open, TPS being closed and no engine RPM feedback. It's in start up mode so the MAF isn't being looked at.
