Nope,
It was federally mandated that all vehicles from 1970 in cars have sholder belts for all outside passengers in front seats. 1970 to 1975 sholder belts were an option in pickups. and in 1976 they were mandated. Circa 1994 and up all outboard passengers had to have sholder belts, and pickup trucks had to have the third stoplamp.
All federally mandated saftey equipment must be in good working order in order to drive the vehicle legally.
