the process "burns" the new instuctions to the eprom(memory) chip in the ECM.
I think it is when people install performance chips on their trucks main computer to increase horsepower/ performance. After this chip is installed , the battery needs disconnected and reconnected, to make the computer "reboot" and restore the factory settings, along with logging in the new chip that was installed. The rebooting process is called re-flashing I think. jmo

in years past "chips" used to be changed or piggy backed, now they just rewrite(reflash) instructions to them, and power down/power up is a reboot reboot with any computer.

Had my 04 reflashed when it had to have EPB replaced. Lost the quiet idle (no big deal, it is a Diesel isnt it?) Only thing I really didnt like was the loss of MOST of the tow/haul mode. Really took the juice out of it. Milage went up, truck already had 20,000 mi on it so I think it was broke in. The transition from idle to accleration was actually smoother with the new flash. But losing most of the tow/haul really made me a unhappy camper. I've been told that when under load the "NEW" tow/haul was more aggresive, than when empty. Don't know, ask the scum bag that stole my truck!
