I don't see how the cut-off switch is going to help you. The button on it is a reset button, to turn it back on if it has been tripped off by impact. You want to turn it OFF, then crank the starter. So you would have to unplug the connector. On my '97, the c/o switch is just to the right of the front passengers feet. You can feel the push button on it through a cut-out in the plastic side panel. To unplug the connector, you will have to remove the whole plastic panel.
Why not just depress the fuel rail test port Shrader valve to depressurize? Since you are going to have to work on this with a cool engine (right?), the fuel pressure drops over time after it is turned off. After about 2 hours, its dropped a lot. Very little gas will come out of the Shrader valve then.
what kind of work are you going to do? when I changed the fuel filter I released the presser from the fuel rail and changed it the only fuel I got out wasthat which was indied the old fuel filter. No problems.
