A month ago I rotated the tires on my 00 EB. I moved the back tires to the front and vise versa. I kept all tires on the same side. ( I didn't cross rotate the tires ) Before the steering wheel sat straight and the Expy didn't pull to any side. Now the steering doesn't sit straight when the vehicle is going in a straight line and it pulls to the right side now. Could it be out of alignment from rotating the tires? All the tires have 32 pounds of air in them and it still pulls.
This is a vehicle that is EXTREMELY sensitive to tire pressure changes. Consult the tire pressure sticker on the driver's door. With the tires cold, adjust the pressure on all 4 tires to exactly the pressures shown on the door. If you're Expy is a 4x4 model, I'm betting that the recommended pressures are 30 front, 35 rear.
I use the pressures discussed above. I can tell within two blocks of driving if the tire shop failed to correct the pressures after rotation, as the Expy acts like a 5,500 lb. long-tailed cat in a room full of rocking chairs.
The right rear is the primary drive wheel. It could be that the tire from that location is ever so slightly smaller due to additional wear. When you moved it to the front, the Expy will pull to that side- think staggered tires on a race car. So, after confirming pressures, check tread depth.
My father-in-law owned a garage for 40 years. He told me that anytime you rotate the tires in this way you will always get a pull to the right. It has to do with the way the tires wear due to the crowned roads. You can eliminate this if you swap the front tires.

Thanks amillion Mark, swapped the front tires around last night and it worked like a charm. Drives straight as an arrow!
