Cold start problem

This has been a three year problem. When it gets in the 60 degree range outside the truck will not start unless I do the following things turn the key on and off three times or so you hear the fuel pump cycle on and off. If I don't do that I can pump the peddle as if it is a carbureted truck and not fuel injection and it will start. 1988 F150 302 automatic transmission two wheel drive. The only constant has been that when it begins to warm up in Texas where I live the problem returns with a vengence. If it was a small problem in the winter it becomes a hassle in the summer. The problem dosen't change with a change in fuel tanks. Here are the things I have done in no particular order. replaced fuel filter, throttle air bypass valve assembly, cleaned EGR valve, checked timing and it is ok,fuel pressure regulator and the cold start sensor on the very front of the engine large brass that screws in to the upper manifold checked for codes an there are not any. I have eaten up a starter and three solenoids. I have sprayed a mist of water looking for a vacum leak with know success. Any guidance is appreciated. Thanks
