No power when cold

I have a 2002 F-250 super duty with 145,000 miles. Never had any problems until last winter when its about 30 degrees or lower the truck has no power until it's fully warmed up. It starts fine but driving down the street at full throttle it wouldn't go over 45 mph its like the turbo's not kicking in when it first started happening I would turn it off and restart it and it would be fine now it takes a good 20 min. to warm it up. Please Help

Your truck has an exhaust back pressure valve (EBPV) that closes off the exhaust coming out of the turbo to allow the engine to warm up faster. Sounds like yours may be sticking and holding too long. There is a plug at the bottom of the turbo pedestal you can unplug to disable the EBPV to see if that is the problem. In my opinion, the valve is not really necessary except in extremely cold climates. I have mine disconnected for years. BTW, welcome to FTE!

Research the EBPV - exhaust back pressure valve on this forum.

If it malfunctions, it can cause symptoms such as you describe. It may be something else, too, but that is where I would start.
