Runaway Startup

7.3 engine starts at 2000rpm then immediately goes to 3000rpm plus at which time i kill it by turning off the key, engine did this yesterday then was normal for 10 starts now doing it again, suggestions?

I would first unplug the fast idle on the pax front of the IP and see if it happens again....
