On start up it takes about three times for the engine to start. Then it starts to sputter. then when he starts to go it starts bucking like its not getting enough fuel plus it is efi. also it sounds like a helicopter when he gets on the gas.

Next you can check all the normal stuff, fuel, air, spark, etc..... This could be any number of issues, like when was the last time a full tune-up (including wires, plugs, cap, rotor, coil, PCV, air & fuel filters, and oil + filter) was done?
If it is making a puttering type sound when running this sounds just like when air gets in the fuel lines. Check the pressure at the rail like 87 XLT said, but if you have the 2.3L good luck getting to the check valve. It is under the mainfold (nice going Ford!). Also, don't overlook the FPR on the rail as Dealford said. If there is fuel in rubber line it is shot. If the FPR is ok and you are still lacking pressure you will need to check the low pressure pump on the frame rail, and the high pressure pump in the tank.
On a more serious and "involved" note, I was still not satisfied with the performance after all the normal maintenance soI ended up pulling the manifold and TB off to clean it out last year. The amount of build-up in there was unbelievable. The EGR passage was almost closed shut. Needless to say, it ran much stronger after that. Now, at my last fill-up I got 24+MPG on ALL city driving (I also have an 88' 2.3L 5sp).
