hood latch

I bought a 93 F-150 and the hood latch worked fine. Now the pull handle comes out and does not go back in, the cable is slack, and I need to get under the hood. (I am not referring to the "safety" latch.) should I get a can opener? sawz all? jack hammer? (I hate to ask these simple questions, but it is snowing out there....)

So when you pull the inside latch, does it pop? IF it does your okay, the latch for the outside hood is in the upper valance of the grille

I think the cable is broken inside it's plastic casing. So , is there an easy way to open the main (popping) latch? thanks.
