Fast forward two years, I had divert-to-Defrost on hills again last week. I took a look at that check valve, and the cap had failed.
Cheap Chinese crap. How hard is it to make a vacuum cap that last longer than two years?

I used a glob of RTV this time 'round.
I too have been checking that little check valve, the funny thing is that my 1984 Jaguar displays identical symptoms caused by an identical check valve.
so I remembered years ago, a Jaguar mechanic taught me a trick: put the check valve in a pan of almost boiling water for some 15 minutes. (ALMOST BOILING/HOT). Then blow through it, because usually some debris has gotten stuck in it or in the line to it and there is a ball inside which gets "lazy".
I did the same to my Aerostar this week and the sympton has dissapeared.
So try putting it in a pan of hot water (but not so hot as to melt the plastic).
