If the wheel will not turn with ease, and you have changed out the bearings, plus a bunch of other stuff... I would have to say that something is binding in the front drive shaft. If a CV / U-joint is frozen, then it would cause all kinds of weird stuff... problem is I'm not sure how to check it on the IFS model Explorers. If you have a Haynes / Chilton manual, it should be described in there someplace. I don't have access to my book right now or else I'd look it up for you. Let us know what you find.
