I.A.C Help

I have a 1996 Aerostar with a 3.0. The engine has been idling high for a while. I have read previous posts about the IAC. Today I took it out and cleaned it. I put 12volts to it to test it but either way I put the 12 volts to it it just clicks and the plunger doesn't move at all. Does this mean that it is bad a needs replacing?
