The first thing you need to check is that the 'long' shoe is facing the rear of the truck,the 'short' one is facing the front of the truck & check both sides because you may have 2 'long' ones on one side & the 'short' ones on the other side.Also check the park brake cable for proper return. Check for a loose anchor pin at the top of the backing plate as well as a loose wheel cylinder. For the wheel cylinder, make sure that both pistons expand the shoes, not just one of them.Also check for a smashed/kinked hard line going to the wheel cylinders.

My brakes lock-up first thing in the morning if it rains. Not enough to concern me, but I seem to remember a recall about this problem listed on the recall page. (I can't access it right now). It might be worth checking out.

I had the same problem with my truck (89 F150) about 4 years back. It turned out that the side opposite the one locking up had a frozen wheel cylinder. It would not move at all, even with a hammer, making a rebuild impossibe. I replaced the wheel cylinder, and everything works fine to this day. It cost only about $25 then.
