Question Factory double frame?

Hi. I'm disassembling a 1979 f-350 tow truck and noticed that the frame has been doubled where the transmission cross member is bolted to the frame. The extra piece is about 2 feet long. Also, the emergency brake is different from any I have ever seen. It is still mounted next to the clutch pedal, and the windshield has retainers at the top, bottom, and each side which are held in by little screws. Has anybody else seen any of these things on a truck? The truck is an f-350 custom, 400 4 speed. with a 440 holmes body.

Thanks Rory

The frame could have been modified by the wrecker manufacturer. It is probably not OEM but it may be factory, -wrecker factory.

The windshield is held in by the gasket.
