I would appreciate any advice about how to repair wipers that won't stop. I turned them on to the intermittent mode, and after a few minutes that began to operate at the steady speed (same speed as when I use the washer fluid). They continue to run in the off position. When I turn off the vehicle, they keep running. When I pull the fuse, they stop, but start up when the fuse is reinstalled (even when in the off position).
I have a F250 Super Duty, 2003. Thank you for any help you can offer.
I am guessing it is the clock spring - which is (as Tim mentioned) the switch on the steering column.
Pretty easy to replace, just take the cover off the steering wheel, remove a couple of clips, the wiring for the airbag, detach the stalk, slide it out (its a large black circular thing). Do the process in reverse to replace it.
For your reference, I had to do this (for a different reason), and I took some photos of the clock spring when it was out.
Wait just a sec here... Should that wiper switch have power when the key is turned off? Even if it is the clock spring, is there still another issue?
I don't have the schematic in front of me, but, most of those circuits are controled by a relay. Key off, no power to the relay control circuit. Regardless of switch power path.

Wipers are still on even when the key is out of the ignition. Do you know where I can see a wire schematic? Any idea where the relay is located? Thanks for any help you can offer.
Did you buy the truck used? Maybe someone prior to you fiddled with the wiring. Are there any aftermaket items in there such as an alarm, radio, CB, foglights, etc.? It's possible that someone got a 12v switched wire from the wipers' and it's feeding back. Have you unscrewed the fuse box and looked behind it to see if there are any starnge looking connections? For it to keep power while the ignition is off is strange. I don't have my truck in front of me right now, but I'll look to see if I can locate the relay when I get home.
I'm assuming your 03 F250 is out of warranty, but it sounds to me like you may have a faulty wiper relay. IMO, I'd check or replace that before tearing into the steering column.
