Freezing the bushing and heating the axle might help, but you aren't going to get the bushings in the axle without a press of some fashion. I just did this to my 1982 F-100. The bushings diameter is larger than that of the hole in the axle. In engineering terms, this is called an "interference fit." You can get the bushings in in several ways--the most preferable being to remove the axle and press the bushings in using a hydraulic bearing/bushing press. Not having that (and most of us don't) you can do what most folks do and get two appropriatly sized sockets (one should be equal in circumference to the lipped end of the bushing, and the other should be large enough to have the first socket inserted into it) and a long bolt, some washers and a nut to fit the bolt. Place a washer onto the bolt followed by the smaller socket (drive end first) and put the lipped end of the bushing against the socket. Then put this assembly into the axle. Put the larger socket on the other end of the bolt followed by another washer and the nut. Get two socket wrenches and get to crankin'. The bushings will go in. HTH
