vac advance??

Have my 400 assembled and will install in the next few days. I picked up a 1971 application vacum advance today- as was discussed in this forum a while back. When I pulled it from the box it has 2 vacum hose hookups- the "normal" one advances the timing and the one that points straight up retards the timing if vacum is applied. So what is the proper way to hook this up???- just use the normal port and ignore the second one??

The second (upper) port is for manifold vacuum which is applied when the engine is at idle or decelerating.

I am curious as to why it should be ignored?

The second port was used in some emissions systems to reduce NOx under certain operating conditions. If you can find all of the emissions components and diagrams to hook it up and get it to work properly then by all means feel free. -Otherwise ignore it.
