The PCM 'optimizes fan speed' based 'not only' on engine coolant temperature (ECT), but engine oil temperature (EOT), transmission fluid temperature (TFT), intake air temperature (IAT), or air conditioning requirements. When an increased demand for fan speed is requested for vehicle cooling, the PCM will monitor the fan speed through the Hall-Effect sensor. If a fan speed increase is required, the PCM will output the PWM signal to the fluid port, providing the required fan speed increase.

Variables at work here.. The thermostat start to open range is 188-196 and full open at 219.. My guess would be in the neighborhood of 225 max/fan, but maybe a 'Blue shirt" would have a better, more accurate number..

From looking at a stock TBS6 file, it will initially engage at
108 deg. C Engine Coolant Temp
or
123 deg. C Engine Oil Temp
All of them have a max operational speed for the van, too- usually set for 45 mph. It will usually stay on until the triggering temperature drops at least 5 degrees (assuming that the other temp didn't re-engage it in the meantime).
